these camels are foaming at the mouth

I’m not sure about camels, but for horses, foaming at the mouth is just a sign of physical exertion and not necessarily a sign of impending medical doom (also known as death). So, don’t be alarmed at the foam on these camels. Also, in the back you can more clearly see cars that were driving alongside these creatures.
